The Client
The DCS for Logistics, Installations & Mission Support (A4/7) develops policy and provides
resources to deliver effective Air Force Agile Combat Support (ACS) for the Expeditionary Aerospace Force (EAF). Each year, A4/7 gathers information from 350 sources around the globe, then prepares and submits budget justification documents – a detailed description of nearly $15 billion in Air Force resources – to the Office of the Secretary of Defense (OSD) and Congress.
The Challenge
The Budget Documentation Support System (BDSS) that A4/7 relied upon to gather input and create their consolidated budget was in dire straits. It required intensive training, involved redundant data entry processes, and required timeconsuming quality assurance reviews of budget documents. A4/7 directed Segue Technologies to assume both the operation of the BDSS and the
development of a viable solution to significantly improve their ability to produce reliable budget documents.
The Solution
Segue Technologies conducted a detailed assessment of both the budget documentation process and the BDSS system. Working in partnership with A4/7, a number of process improvements were identified. Segue Technologies then completely redeveloped, tested, and deployed a new BDSS using a solid web-based architecture and an innovative user interface.
The newly designed BDSS application accomplished the following:
- Eliminated data entry redundancy.
- Standardized all budget exhibit forms, business rules, calculations, etc.
- Consolidated all data into a central database.
- Simplified the budget exhibit creation process – significantly decreasing the administrative burden on users.
- Improved the overall content and quality of the forms by providing a comprehensive set of data
validations and crosschecks.
