    Headquarters Air Force Space Command (HQ AFSPC) fosters objective and responsive modeling and simulation (M&S) and decision support for space and cyberspace analyses, and assessments; and provides science & technology expertise to decision makers, warfighters, and the national space and cyberspace community.

    The Challenge

    The Air Force was in need of a Contractor with strong modeling and simulation and analytical (MS&A) support tool software development capabilities to provide technical and support requirements. Support was needed in the areas of MS&A research and development of tools, authoritative data, web-enabled portal capabilities, and integration of all functionalities.

    The Solution

    Segue, with a team of technical partners and subject matter experts, provides MS&A research, development, and analytic support to HQ AFSPC through modification and development of space and cyberspace M&S models and analytical decision support tools and data to provide innovative space and cyberspace M&S information research, management, and integration.

    Our team has engaged in supporting HQ AFSPC's mission via the following efforts:

    • Standardize space, cyberspace, and missile information and data to support M&S efforts, and make the data available through a reliable repository
    • Update, modify, and develop M&S models and decision support tools that represent space systems (including cyberspace and missiles) and support the Space, Cyberspace, and DoD analysis communities.
    • Perform maintenance tasks on the Space and Cyberspace Analysis Resource Portal (SARP) according to Information Technology (IT) industry best-practices and AF network policies and procedures.

    About the Client

    The Automated Business Services System (ABSS), a legacy system in sustainment mode, is the Air Force-wide standard financial management system of record for creating, routing, recording, and posting commitment and obligation documents in the budget execution for 200 Air Force and ANG installations.The application has been available to all active duty Air Force locations worldwide and to all tasked Air National Guard, Air Force Reserve Command, and European Geographically Separated Units locations since 1998.

    The Challenge

    ABSS requires maintenance and sustainment support to ensure continued system availability. The system uses object-oriented analysis and design methods, and Commercial Off-the-Shelf/Government Off-the-Shelf (COTS/GOTS). ABSS features forms generation and processing of obligating documents, document and workflow management, electronic signatures, data validation throughout the document coordination and approval cycle, electronic funds authentication, and electronic processing interfaces with Air Force accounting and contracting systems.

    The Solution

    Segue provides complete maintenance and sustainment of ABSS in support of its ~20K Air Force users. This support includes:

    • Program operations and help desk support
    • Server administration of application and database servers
    • Sustaining, modifying/enhancing and integrating all software and databases associated with ABSS

    About the Client

    The Marine Corps Range and Training Area Management System (MCTRAMS) is a web-enabled, institutional-level, centrally-managed system which supports the Training and Education Command (TECOM). MCRTAMS provides commanders, operating units, range managers, and all cross-Military Service users with a single point of access for range-related capabilities and resources. 

    The Challenge

    The Marine Corps Ranges and Training Area Management System (MCRTAMS) provides metrics to relate range capabilities to specific training requirements using software and data tools. MCRTAMS provides Range Managers with a Tool Kit for safety, range use, range planning, and range support functions. It stores and provides Geographic Information System (GIS) data for ranges and training areas, and provides the USMC's integrated and readily available range inventory and training range database.

    The Solution

    Segue Technologies® provides technical services for enhancement and maintenance of MCRTAMS. Segue provides Program Management and program services to ensure mitigation of project risks, minimal schedule variances, adherence to budget compliance. We provide application development and support services to develop, enhance or maintain new or existing MCRTAMS Range Management or operational capabilities. We provide database and systems administrations services to design, implement, manage, and maintain RTAM databases and servers. Additionally, GIS support is required for IPIX, photo, and GIS Data Capture for USMC Ranges. Segue is also responsible for participating in various joint working groups and action teams to support USMC activities associated with sustaining, upgrading and modernizing USMC range and training areas (RTA's). Finally, we provide additional analytical support, presentations and other materials to assist RTAM with the evaluation, development and drafting of comprehensive plans to address range and training area operational constraints.

  • USAF ABIDES Database Management

    About the Client

    The Secretary of the Air Force Financial Management and Budget office (SAF/FMB) is responsible for Air Force budget formulation in accordance with the Department of Defense (DoD) Financial Management Regulation (FMR), 7000.14-R Volumes 2A and 2B, Budget Formulation and Presentation. Budget submission requirements beyond those addressed in the DoD FMR may include new or modified data elements or electronic exhibits that impact the Automated Budget Interactive Data Environment System's (ABIDES) authoritative data interfaces and tables.

    The Challenge

    SAF/FMB required database management support to provide data stewardship to the official Air Force Budget Database that is stored in ABIDES.

    The Solution

    Segue provided database administration support, program and budget formulation support for ABIDES, to include its tables, data relationships, business rules, cost models, interfaces, automated processes, change logs, system documentation, and exposure as the authoritative data source for budget data. Our work included:

    • Support of budget exercises and drills and participation in process reviews, re-engineering, and analyses
    • Processing and submitting Air Force budget database exhibits to Office of the Secretary of Defense (OSD) systems such as the Program Resource Collection Program (PRCP), Standard Data Collection System (SDCS), and Comptroller Information System (CIS)
    • Data entry and report generation training and troubleshooting assistance to SAF/FMB Appropriation Teams, AF/A8P and other system users
    • Data modeling and mapping support for eventual transition from ABIDES to its replacement system
    • Certification and Accreditation (C&A) activities in order to meet SAF/FMB program manager C&A milestones
  • National Guard Bureau – J5 Budget Track System

    Segue Technologies® spent hundreds of hours working with NGB personnel to analyze complex spreadsheets and replace them with an efficient Client-Server Relational Database


    About the Client

    NGB/J-5 assists the Chief, National Guard Bureau (CNGB) with developing, promulgating and implementing policy, plans, concepts, and strategy for the National Guard/National Guard Bureau.

    The Challenge

    NGB analysts used spreadsheets, word documents, and three-ringed binders to perform budgeting, programming, and analytic support. These antiquated business tools absorbed the man-hours needed to perform daily tasks. The NGB needed to modernize its business processes and provide their staff with tools to analyze data. They needed a system that would track the budget for all of NGB J-5, items such as Active Duty for Special Work (ADSW), contractor services, IMPAC card purchases, training, and travel expenses. The system also had to allow analysts the opportunity to perform data mining on key NGB-related metrics.

    The Solution

    Segue Technologies® spent hundreds of hours working with NGB personnel to analyze complex spreadsheets and replace them with an efficient Client-Server Relational Database System. We also developed "Budget Track," the first system of its kind in the NGB. Budget Track was successfully implemented on-site under an accelerated time schedule (less than 3 months). This implementation was considered a resounding success by the NGB. Segue Technologies provided such outstanding functional support during the initial design and development of Budget Track that the NGB awarded a follow on contract to provide full-time analysis support.

  • SJI Support

    SJI engaged Segue Technologies® to re-engineer their grant management system GEMS. Segue began by analyzing the SJI network and implementing critical updates.

    About the Client

    The State Justice Institute (SJI) was established by federal law in 1984 to award grants to improve the quality of justice in state courts, facilitate better coordination between state and federal courts, and foster innovative solutions to common issues faced by all courts. SJI's mission is unique in that it has the sole authority to assist all state courts, (Criminal, civil, juvenile, family, and appellate) and it carries the mandate to share the successes of each entity's innovations throughout the justice system.

    The Challenge

    SJI was using a 10-year old legacy Grant Management System (GEMS) to track its corporate grants. They had since experienced a significant reduction in workforce along with an evolved workflow. The GEMS software was slow, difficult to use, and inadequate for SJI's mission. In addition to their troubles with GEMS, the SJI website had a dated appearance and usability concerns.

    The Solution

    SJI engaged Segue Technologies® to re-engineer GEMS. Segue began by analyzing the SJI network and implementing critical updates. We setup a secure network to include a firewall, VPN, and Antivirus protection. Then we rewrote the application in Delphi and redesigned the DB2 database to Microsoft SQL Server 2003. The new software is designed for SJI's current workflow and provides a modern user interface that dramatically increases productivity.

    Segue also worked closely with SJI to create a new website design along with a new logo for online and print use. As a part of the website work, Segue updated their site architecture for enhanced usability, Section 508 accessibility compliance, and search engine optimization.

    Segue continues to support SJI post implementation by providing network administration, maintaining their internal IT infrastructure, and providing helpdesk support.

  • Gates Millennium Scholars Program

    Working closely with GMSP, Segue Technologies® completed the development and deployment of a completely redesigned scholarship application and administration system.


    About the Client

    The UNCF Gates Millennium Scholarship Program was established in 1999 via a grant from the Bill and Melinda Gates foundation, to promote academic excellence and provide an opportunity for outstanding minority students to reach their highest potential. GMSP is more than just a scholarship. It offers ACademic Empowerment (ACE) services to encourage academic excellence; mentoring services for academic and personal development; and an online resource center that provides internship, fellowship and scholarship information. GMSP is administered by the United Negro College Fund (UNCF).

    The Challenge

    Although they award only 1,000 scholarships annually, GMSP manages a pool of over 50,000 highly-qualified applicants every year. The software system they had been using to support those applicants was aging (it had been over six years since the last major rewrite). Changes in data protection laws, technological innovations, a desire to improve the applicant experience year-over-year, and a business desire to expand program capabilities necessitated significant improvements to the GMSP scholarship application software and process.

    The Solution

    Working closely with GMSP, Segue Technologies® completed the development and deployment of a completely redesigned scholarship application and administration system. The Enterprise Scholarship Application (ESA) provides GMSP with the ability to create and administer scholarship programs from inception through candidate selection. A highly configurable web-based system, coupled with a mobile application, provide a high level of applicant support. System users navigate ESA through a series of role-based landing pages, providing a comprehensive information and navigation point for all users.

    Using ESA, prospective applicants can search through the extensive array of scholarships administered by UNCF and GMSP, and can customize their searches based upon personal profile information. The system provides a rich notification feature, keeping applicants and references up to date on all available programs and relevant information. Applying for a scholarship or supplying a candidate reference is a simple entry and click-through operation. ESA gives the GMSP staff full visibility into the scholarship content and process and the ability to customize as needed. ESA provides full life-cycle support to the application process, from on-line submission, to a fully automated review and scoring activity, to the selection of the final candidate pool. Segue also developed an Android Mobile application as part of this project, which provides status information to candidates on their submitted applications.

    While ESA was developed specifically for the Gates Millennium Scholarship for the scholarship application process, the software as been adapted to support multiple scholarship programs administered by UNCF. The application was designed for this growth of scope and is capable of extensive customization (content, business rules, and appearance), making it suitable to support virtually any scholarship program.

  • USAF SAF/AQXR IT Support

    Segue provides analysis and budgeting tool development and sustainment, critical to the USAF budget lifecycle.


    About the Client

    The Acquisition Integration Directorate under the Secretary of the Air Force (SAF/AQX) is responsible for the planning, management and analysis of the Air Force research and development, and acquisition investment budget. Each year, SAF/AQX gathers information from sources around the globe, then prepares and submits budget justification documents “ detailed descriptions of nearly $40 billion in Air Force resources “ to the Office of the Secretary of Defense (OSD) and Congress. The directorate then manages the execution of the appropriated budgets to ensure adherence to OSD guidelines for the timely obligation and expenditure of funds and compliance with Federal Appropriations Law.

    The Challenge

    Central to the client mission are several critical information systems used to track and manage funds, provide budget development and submission functionality, document congressional action, track the movement and direction of funds, and serve as the "system of record" for budget and cost reporting. SAF/AQXR required a comprehensive data analysis capability to efficiently track, understand, and manage its portfolio of Air Force appropriations.

    The Solution

    Segue Technologies® developed an analysis toolkit for SAF/AQXR, which facilitates the integration of data from numerous logistics, budget, cost, and accounting systems, into a single On-Line Analytical Processing (OLAP) engine. This information forms the basis from which budget/cost documentation packages are assembled, reports are created, and in-depth financial analysis is conducted. Through this tool, SAF/AQXR logisticians and financial managers are able to gain valuable insight and perform predictive modeling of USAF programs.

  • USMC TFRS Support

    About the Client

    The Total Force Retention System (TFRS) is the information support system that enables the Marine Corps Career Retention Force to systematically input, review, and dispose of personnel information needed to process a Reenlistment, Extension or Lateral Move Request, and to extend current enlistments (RELMs). The application supports both active duty and reserve forces, and the principal users consist of Career Retention Specialists (CRSs) and Headquarters Marine Corps (HQMC) staff.

    The Challenge

    The TFRS application consists of multiple Lotus Domino databases integrated with the Marine Corps Total Force System (MCTFS) Oracle data store. The application includes object-oriented (Lotuscript, Java), client-side scripting (AJAX, JavaScript) and relational database (SQL, JDBC) technologies to realize a CAC-enabled and PKI-secured, globally-accessible system. Through TFRS, CRSs submit requests for retention via the web-based data validation forms; HQMC routes these requests to all functional activities in order to determine their accuracy and validity. Once these are determined, each functional unit makes a decision on acceptance of the RELM application until the highest necessary authority makes a final decision as per Marine Corps policy.

    The Solution

    In partnership with CGI (Stanley Associates prior to acquisition), Segue Technologies® provided Lotus Notes/Domino developers and administrators to perform system maintenance and upgrades for the TFRS system. To ensure a common look & feel and to coordinate releases across multiple systems, Segue worked with other USMC Manpower vendors to share user and server administration. This informal vendor collaboration enhanced application security and information assurance while allowing for single sign-on and reducing overall system development, license, and maintenance costs.

    Segue provided tier two and three administration, support, and development services in a comprehensive Software Development Lifecycle (SDLC) environment employing CMMI Level 3 practices. These practices provided monthly maintenance releases with complete requirements, test, and user documentation updates under configuration management. To support the application's help desk, Segue developed and maintained a Lotus Notes/Domino portal, allowing users to post questions, issues, and enhancement requests.

    The Navy Mutual Aid Association (Navy Mutual) provides exceptional life insurance and annuity products, assisting sea service members and their survivors in securing the federal benefit to which they are legally entitled, and providing education on matters of financial security which are specifically tailored to the military member and family. They are a non-profit, federally tax-exempt mutual benefit Veteran's Service Organization established in 1879.

    The Challenge

    Navy Mutual had an immediate need to enhance their internal IT support capabilities with highly-qualified staff for specialized tasks. They focused on a staff augmentation path of partnering with a company with solid experience in IT support and development, who had fully-capable and available incumbent staff.

    The Solution

    Segue Technologies® provides Navy Mutual with on-site support for Help Desk operations and .NET development. We are able to give them full-time, dedicated personnel who work as an integrated part of their existing IT operations. We are also able to provide additional staffing support in the event of a need for a temporary surge in staff to cover a short term need. This relationship is mutually beneficial as Navy Mutual is able to apply specific technology experts to individual tasks for which they'd otherwise need to invest a full-time resource.     About the Client

    As the oldest and most successful minority higher education assistance organization in the nation, the United Negro College Fund (UNCF) mission is to provide financial support to its 39 member institutions and increase minority degree attainment by reducing financial barriers to college. It supports more than 65,000 students at over 900 colleges and universities across the country through scholarship, internship and fellowship programs, mentoring, summer enrichment, and curriculum and faculty development programs.

    UNCF.org is the web portal supporting the UNCF. It is the entry point for multiple data-driven applications that support the distinct UNCF processes for donor cultivation, student scholarship, advocacy of minority education issues, and member institution capacity building. The UNCF.org web portal is critical to the successful execution of the UNCF mission of generating and distributing funds for underprivileged scholars.

    The Challenge

    UNCF relies heavily upon their web presence to carry out their mission. They needed an agile, responsive, and highly capable application support team to ensure continual operations of their critical web applications which serve their community of students and donors. UNCF business units needed to be able to quickly and dynamically update their site content, the paper application upload process required automation, and the environment as a whole needed improvements for stabilization, security, and work flow efficiency.

    The Solution

    Upon assuming responsibility for the UNCF Application environment, Segue Technologies® immediately implemented system enhancements to improve response time, correct architectural flaws, implement development best practices, minimize dependence on expensive hardware through server virtualization, and secure sensitive user data. In addition, Segue successfully designed and developed DotNetNuke Content Management systems with SQL server back-ends for three distinct UNCF business units (the Association of UNCF/Merck Fellows (AUMF), the Institute for Capacity Building (ICB), and My Fellows). These provide UNCF staff with an enhanced capability for updating and managing site content to serve their communities of scholars and donors.

  • USAF A1M MPES Redevelopment

    Segue Technologies® worked directly with A1M and their users to completely redesign MPES from the ground up.


    About the Client

    The A1M organization is the official Manpower office for the United States Air Force. It oversees multiple applications and interfaces of the Manpower Programming and Execution System (MPES) including the Unit Manpower Document (UMD) and the Future Years Defense Plan (FYDP) applications. MPES allows the Air Force to determine what skills are required for a position, create change requests to adjust staffing levels at MAJCOMs, Wings, and Units around the world, identify deployable assets, assess current air and ground strength, build requests for additional manpower resources, and perform manpower reductions. They are the official systems of record regarding all US Air Force manpower actions, for the Air Force leadership, the Joint Chiefs of Staff, the President, and Congress.

    The Challenge

    The legacy MPES system used by A1M was purchased from the US Army and had been developed to support vastly different requirements. They were operating on an Army mainframe system with shared resources and limited operational support using an IBM DB2 database and ColdFusion. The hardware resources provided sluggish performance and unacceptable downtimes during peak business hours due to system unavailability. Because of the design history, they did not fully support Air Force manpower requirements. In fact, users often needed to massage and manipulate their Air Force data to fit the Army manpower system-designed functionality. As their data and programming needs became more nuanced and individualized, the gaps between the system and the customer's business processes became more pronounced. Consequently, users were expending a large number of man-hours reworking, tracking, and double-checking data to ensure it was correct. An Air Force review and analysis concluded that the MPES system hardware and software did not support emerging and anticipated future Air Force Manpower requirements.

    The Solution

    Segue worked directly with A1M and their users to completely redesign MPES from the ground up. We began by documenting the requirements for their existing data and workflow and then modeled the expected usage of the system to determine system design and necessary performance standards. We custom developed an efficient database featuring a normalized data structure, and a reliable archiving system with a complete offsite backup capability, something the previous system failed to do. To accompany the database, we built a custom web-based application interface that is tailored to A1M business processes and streamlines the required steps and tasks. In redesigning the architecture, hardware and software, Segue provided a total business solution for A1M on the classified (SIPRnet) and unclassified (NIPRnet) networks. In total the redesigned systems provided A1M more efficient and robust tools to meet the future needs of the Air Force.
