About the Client

The Air Force Research Laboratory’s Enterprise Business Program Office (EBSPO), located in the Enterprise Business System Division (AFRL/RCB), is part of the Research Collaboration & Computing Directorate (AFRL/RC). Its Mission is to provide and sustain Information Technology (IT) Solutions to support AFRL Enterprise Business Processes.

The Enterprise Business System (EBS) supports the AFRL centralized business processes as defined by the Managed Business Team. It integrates business management systems (processes and enabling tools) and leverages custom Government and Commercial Off-The-Shelf (GOTS/COTS). The capabilities of EBS applications fall into one of four major categories – Financial Management, Integrated Project and Portfolio Management, Business Intelligence and Enterprise Information Management. EBS provides standard business processes via a centralized tool suite for the entire user community, including AFRL Headquarters Staff and Mission Organizations (MOs). By consolidating integrated capabilities into one cohesive system, EBS alleviates the burden of each MO maintaining their own business systems.

The Challenge

The AFRL is currently composed of 9 geographically separated directorates with EBS development support funded by a tax placed on each of them. Most of these directorates have their own development teams and conduct a majority of their daily business operations outside of EBS. Further, AFRL is currently rewriting numerous operating instructions many of which require the development of new cross-directorate applications using the Pega low/no-code BPM platform.

To meet these needs, the government sought an experienced small business with capabilities in IT support and development, including program office support, requirement analysis, database administration, testing, and configuration management.

The Solution

Segue’s team provides program office support, requirement analysis, database administration, application development, testing, and configuration management of the EBS tool suite. In addition, our team develops, documents, and tests COTS/GOTS application customizations.

EBS tools empower AFRL leadership with reliable and timely information about RDT&E projects and programs to parent MAJCOM, AFMC; SAF/AQR. These organizations oversee Air Force Science, Technology and Engineering research initiatives. In addition, EBS supports SAF/FMB, which manages the Air Force budget.

As a prime contractor, Segue provides the technical and functional experts required to proficiently satisfy all customer expectations for EBS development and support. In particular, our team is focusing on the new EBS modernization tools: Pega and Tableau. Segue supported the AFRL effort to assess and select the best Business Process Management (BPM) tool for their needs. Now our team is working in Pega to prototype multiple applications in the common platform. Our ability to become experts in Pega to produce high quality applications and then display the newly captured data in a usable format in Tableau is key to mission success and demonstrating the path for 100s of additional applications. AFRL needs to have the ability to make real-time data driven decisions with these tool sets with the larger goal of improving data quality.
